Srinagar, 21 Sep: Pulwama MLA Waheed Ur Rehman Para has submitted an adjournment motion notice in the Jammu and Kashmir Legislative Assembly, seeking an urgent discussion on the prevailing reservation framework and its impact on Open Merit and youth employment and education opportunities.
In his notice submitted under Rule 56 of the Rules of Procedure and Conduct of Business, Para said the share of Open Merit has fallen below 40 percent, raising concerns over access to educational and employment opportunities for candidates outside reserved categories. JKPul232LA.pdf
The MLA also flagged regional differences in the issuance of Economically Weaker Sections (EWS) certificates. According to data cited in the notice, 26,558 EWS certificates were issued across J&K, including 24,545 in Jammu Division and 2,013 in Kashmir Division. JKPul232LA.pdf
Para has called for rationalisation of the existing reservation framework, a region- and district-wise review of EWS implementation, and a review of the income, property and asset-based eligibility criteria for EWS benefits.
He also sought a periodic review mechanism based on socio-economic data, representation, educational outcomes and availability of opportunities. JKPul232LA.pdf
Para said the issue concerns the educational and employment prospects of a large section of J&K’s youth and urged the Assembly to take up the matter for an immediate discussion.
