Srinagar Court Sentences Public Drunkard to Clean SMHS Hospital

As the newly implemented criminal laws are aimed at fostering social responsibility, an individual caught for public drunkenness in Srinagar has been sentenced to community service instead of facing traditional penal action. The Srinagar Police had filed a case before the Chief Judicial Magistrate Srinagar against Riyaz Ahmad Dar, son of Mohd Akbar Dar, a resident of Theed Harwan. He was found intoxicated in public and causing nuisance, violating Section 355 of the Bharatiya Nyaya Sanhita (BNS). According to the News Agency—Srinagar News Observer (SNO) Taking cognizance of the incident, the Hon’ble Court ruled in favor of a rehabilitative approach. Rather than imposing a fine or imprisonment, the court directed the offender to perform three days of community service focused on cleanliness and hygiene at the Tele-consultation room of SMHS Hospital. To ensure compliance, the Superintendent of SMHS Hospital and the Station House Officer of Police Station Batmaloo have been tasked with overseeing the service. They will submit a compliance report to the court through the legal counsel. Officials stated that the decision aligns with the objectives of the new criminal laws, which aim to address minor offenses through reformative and restorative justice measures. This judgment is seen as a positive precedent, reinforcing the shift toward behavior correction and civic responsibility. ‘The Hanbali Jurist’: Sheikh Jeelani’s Legacy

His ‘Kunniyat’, a calling name used in Islamic Literacy, is attributed as ‘Abu Muhammad’, and his title is ‘Sheikh-ul-Islam’. He was born in Jilaan, in 471 Hijri of Islamic Calendar. Jilaan is a province in the northwestern part of Iran and is also regionally known as Jilan or Kelan. Islamic historians have linked his lineage up to Hassan Ibni Ali (RA) and Hussain Ibni Ali (RA), two grandsons of Islamic Prophet Muhammad (PBUH). Many of the Scholars have also affirmed his Surname as ‘Jeelani or Keelani’ due to reginal affinity. In addition, top Islamic Jurist’s Iman Simani and Iman Ahmad bin Rajab has mentioned his title as ‘Iman Al-Hanaballah’, meaning a Jurist (Faqih) of Hanbali Jurisprudence. Education Sheikh Jeelani’s early education isn’t mentioned in any Islamic literature. However, many Islamic Historians and Philosophers have stated that he went to Baghdad, Iran’s Capital City for Islamic Education at the age of 18. Further, Sheikh Jeelani (RA), himself narrates how he consented his mother for seeking knowledge: “I said to my mother, put me in the service of Allah, allow me to go to Baghdad to engage with knowledge and visit the righteous. Mother started crying, but allowed me to travel on an oath that ‘I Shall be subject to Righteous and Truthful in all accounts of life’. He further narrates that when his mother came to the outer courtyard of his room in order to say him a goodbye and she finally said, ‘I accept your separation, in the way of Allah. I won’t see you until tomorrow’ Sheikh Noor-u-din Jaami, 817 Hijri’s, Hanafi Jurist, has marked an explanation on the final words of Sheikh Jeelani’s (RA) mother, Sheikh Jaami, says here, ‘I won’t see you until tomorrow’ means ‘Until the Day of Judgement’. (Mentioned in Jaami’s Book Nafhatul Al-Anas) Sheikh Jeelani’s Teachers Imam Shamas Ad-Din Dha’habi (RA), 672 Hijri’s Shaafi Jurist, has lined various names among the teachers of Sheikh Jeelani. Abu Sa’d al-Mukhrami, Abu Ghalib (Muhammad bin Hasan) al-Baqlani, Ahmad bin Muzaffar bin Suss, Abu Qasim bin Bayan, Ja’far bin Ahmad bin Siraj, Abu Sa’d bin Khashish, Abu Talib al-Yusufi and others. Besides Imam Dha’habi (RA), other scholars have also listed Abu Zakareya bin Ali bin Khatib Tabrizi, Abu Al-Wafa Ali bin Aqeel Baghdadi, and Sheikh Hamad Al-Bass among his teachers. Sheikh Jeelani’s Children’s Imam Dha’habi (RA), while quoting Abdur Razzaq, the son of Sheikh Jeelani (RA) says, Sheikh Jeelani (RA) had 49 children among them 27 were sons and the rest were daughters. Sheikh Jeelani’s teachings: After completing his education, Sheikh Jeelani (RA), made preaching and teaching the motto of his life, with sincerity he started his series of classes in Baghdad. Soon after, sometime Allah blessed his hard work and teachings. And his teaching circle became the largest educational training circle of his era.Even the rulers of the time, nobles, ministers and great dignitaries considered it a privilege to attend his Islamic lectures. This series of sermons, in which many of the people fell into the hands of the Sheikh Jeelani continued until his death. Imam Abu Al-Fida Ibni Kathir (RA), top Islamic Historian and Shaafi Jurist of 701 Hijri while mentioning the engagements of Sheikh Jeelani, says: ‘After coming to Baghdad, Sheikh Jeelani (RA) studied Hadith and Fiqh, Islamic Jurisprudence from a Hanbali Scholar known as Abu Sayeed Mukharmi Al-Hanbali. Ibn Kathir, further mentions that Abu Sayeed Makhrami had a ‘Madrasa’, Islamic School used for teaching purpose, which he handed over to Sheikh Jeelani (RA). In this madrasa, the Sheikh Jeelani (RA) used to hold sermons and meetings of Islamic education for the greatly benefit of the people’. Shiekh Jeelani’s Work Scholars have considered only three books as the main work of Sheikh Jeelani (RA). While the rest of the book compiled on Sheikh Jeelani’s (RA) name are by some of his disciples. 1) Ghani ‘at al-Talibeen: This is the famous book of Sheikh Jeelani (RA), but its original and proposed name is: Al-Ghani’at al-Talabi Tarikh al-Haq. This book mainly deals with Islamic Laws under Hanbali Jurisprudence. Ibn Kathir and Allama Ibn Taimiyyah, both regards Ghani ‘at al-Talibeen as the book of Sheikh Jeelani (RA). (2) Fatu’hul Al-Gae’b: This book contains 78 different Chapter wise narrations of the Sheikh Jeelani (RA), such, fear, hope and pleasure. Ibn Kathir while commenting on this book says, ‘There are many good things in this book (Fatu’hul Al-Gae’b), but we (scholars) have also recorded many weak and subjective statements in this book. (3) Al-Fateh al-Rabani Wa’l-Fa’iz al-Rahmani: This book contains 22 different sayings of the Sheikh Jeelani (RA). And it is also counted among the permanent work of the Sheikh Jeelani (RA) by Scholars. 4) Al-Fa’ewzaat al-Rabaniyah fi al-Ma’asr al-Walad al-Qadiriya: It has been collected by a disciple of Sheikh Jeelani (RA) named Isma’il bin Sayyid Muhammad al-Qadri. Hanbali and Salafi Scholars have raised question over the book citing erudite scholarship and myths. (5) Al-Awarad al-Qadiriyyah: This book is also based on some anecdotes myths. Scholars state that it was prepared by Muhammad Salem Buab and attributed to the Sheikh Jeelani (RA). Sheikh Jeelani’s Jurisprudence: All the top-level Islamic Jurists like Imam al-Dha’habi, Abd al-Haib bin Imad al-Kibli Al-Hanbali, Ibn Kathir, Ibn Taimiyyah, Muhammad bin Shakir al-Kathi have uniformly formed the opinion that Sheikh Jeelani (RA) was an expert in legal issues but he was the follower of Hanbali Jurisprudence, created by 164 Hijri top Sunni Scholar Ahmad bin Hanbal Al-Shaibani (RA). Amit Shah to chair high-level security meet in Srinagar; Omar Abdullah not invited

Srinagar, Apr 8, KDC: Union Home Minister Amit Shah will chair a high-level security review meeting today at Raj Bhawan Srinagar, with top officials from the security and intelligence establishment in attendance. Notably, Chief Minister Omar Abdullah will not be part of the meeting. Reliable sources told news agency Kashmir Dot Com, Lieutenant Governor Manoj Sinha will be present along with Union Home Secretary Govind Mohan, Director Intelligence Bureau Tapan Deka, and General Upendra Dwivedi, the Army Chief. Other Senior Army officers including Deputy Chief of Army Staff- GOC-in-C Northern Command, GOC16th Corps, GOC 9th Corps and GOC 15 Corps Lt General Prashant Srivastava will also participate. DG CRPF GP Singh, DG BSF Daljit Singh Chaudhary, DG ITBP Rahul Rasgotra, DG NIA, Special Director IB Mahesh Dixit, and Additional Secretary RAW Sunil Acharaya—will also be part of the meeting From the civil administration, J&K Chief Secretary Atal Dulloo, Principal Secretary Home, Sunil Acharya, Principal Secretary to LG Mandeep K. Missing woman found dead in Madhumati stream in Bandipora

Bandipora, Apr 08 (KNO): Body of a woman, who was missing since yesterday, has been recovered from Madumati stream in Sonarwani area of Bandipora district on Tuesday, officials said. An official told the news agency—Kashmir News Observer (KNO) that the body was found behind the BSF camp in Sonarwani The woman has been identified as Jani Begum (30) wife of Nawab Chowan of Nigeenpora, Athwotoo. The woman had reportedly gone missing from her home on Sunday, following which a missing report was filed with the police, the official added. “Sold out the people”: Mirwaiz rages at Speaker for blocking Wakf debate

NewsEye Desk Srinagar, April 7: Mirwaiz-e-Kashmir Molvi Umar Farooq on Monday criticised the Jammu and Kashmir Assembly Speaker for refusing to allow a discussion on the Wakf (Amendment) Bill, calling the move “ridiculous and condemnable.” In a post on X, Mirwaiz wrote, He said the ruling party in Jammu and Kashmir was handed a strong mandate to defend the rights of the people after the constitutional changes of August 2019. “The Speaker would know that the strong people’s mandate given to his party was precisely for the reason that the party had promised to safeguard the interests of the people being trampled upon since August 2019 and take a stand for them in critical matters. Why is he capitulating so meekly?” Mirwaiz asked. The remarks came hours after NC MLA Tanvir Sadiq, supported by other legislators from National Conference, Congress and PDP, demanded a discussion in the Assembly on the Wakf (Amendment) Bill-2025, recently passed by Parliament. Sadiq argued that if Centre’s GST law could be debated in the J&K Assembly, the Wakf Bill—affecting Muslim endowments—must be taken up too. However, the Speaker rejected the request, stating that the matter is sub-judice as it is currently being challenged in the Supreme Court. Citing sub-rule (7) of Rule 58 of the Assembly’s rules of procedure, he disallowed the adjournment motion moved by the opposition. The decision triggered uproar in the House. Opposition legislators raised slogans such as “Wakf Bill Na Manzoor” (Wakf Bill is unacceptable) and tried to storm the well of the House. They were stopped by marshals, prompting the Speaker to adjourn the House for 15 minutes—the first adjournment of the ongoing budget session. In contrast, the Tamil Nadu Assembly recently passed a resolution opposing the Wakf Bill, calling it an unconstitutional encroachment on state powers and minority rights. Chaos in J&K Assembly as Speaker Blocks Waqf Bill Debate, Cites Sub-Judice Status

Jammu, Apr 07 (KNO): The Speaker of Jammu & Kashmir Assembly on Monday ruled out discussion on the Waqf (amendment) Bill- 2025, saying the matter is sub- judice. As soon as proceedings of the House started, as per news agency—Kashmir News Observer (KNO), National Conference stood up demanding discussion on the Waqf (Amendment) Bill-2025 passed by the Parliament. “There should be discussion on the Waqf bill in the Muslim-majority state of Jammu & Kashmir. If GST law brought by the Centre was discussed in J&K assembly, why Waqf bill couldn’t be discussion,” NC MLA Tanvir Sadiq demanded. The Speaker, however, said the matter has become sub- juduice as it has been challenged in the highest court of the country. Citing sub-rule (7) of Rule 58 of the Rules of Procedure and Conduct of Business in the House, the Speaker announced that he has disallowed adjournment motion moved by legislators from National Conference and Sheikh Khursheed. The Speaker’s decision triggered protests from National Conference, Congress and PDP legislators in the House. 7,200 Mule Accounts Busted Since Jan, 21 Held in Major Cyber Crackdown in Kashmir

In a sweeping crackdown against digital frauds plaguing Jammu and Kashmir, the Cyber Police Kashmir has unearthed a massive network of 7,200 mule bank accounts created by fraudsters since January 1. These accounts, used primarily to scam and siphon money from unsuspecting citizens, were mostly opened on a commission basis by locals, police said. SSP Srinagar said in a press briefing. “These fraudsters lure people with fake job offers to foreign countries. Many fall for the trap and end up being exploited. Just recently, we rescued 11 victims, including a girl, who had been taken outside India under false pretenses,” he added. The police have cautioned those who may have opened such accounts, knowingly or unknowingly, to come forward voluntarily. “If you don’t, the law will take its own course. No one will be spared,” the SSP warned. Authorities emphasized that these mule accounts are often used to launder money from online scams, job frauds, and phishing operations targeting common people. The network is not only sophisticated but spreads beyond Kashmir. The Cyber Police has intensified surveillance and asked residents to avoid sharing banking details or opening accounts for others, especially when promised commissions or incentives.(NewsEye)

Srinagar, Apr 05 (KB): Prominent Shia scholar Agha Syed Hadi has been put under house arrest, reliable sources said on Saturday evening. The sources told news agency Kashmir Bulletin that a posse of Police arrived at Agha Syed Hadi’s residence and subsequently informed the shia cleric about his house arrest. “Hadi was supposed to participate as chief guest in a programme at a mosque in Srinagar,” added the sources. “I Am a Political Leader, Not a Terrorist; Yasin Malik Tells SC

Jailed JKLF chief Yasin Malik on Friday said in the Supreme Court that he was a “political leader and not a terrorist” and claimed seven Prime Ministers had engaged in a dialogue with him in the past. Appearing via video-conferencing before a bench of Justices Abhay S Oka and Ujjal Bhuyan, Malik referred to the submission of solicitor general Tushar Mehta, representing the CBI, that there were photos of him alongside terrorist Hafiz Saeed and it was covered by all national and regional dailies and television channels This statement has created a public narrative against me. The union government has not listed my organisation as a terrorist organisation under UAPA. It is pertinent to note that post a unilateral ceasefire in 1994, I was not only provided bail in 32 cases but none of the cases were pursued,” Malik said. He added, “During the dispensation during Prime Ministers P V Narasimha Rao, H D Deve Gowda, Inder Kumar Gujral, Atal Bihari Vajpayee, Dr Manmohan Singh and even the first five years under Prime Minister Narendra Modi. They all followed the letter of ceasefire. Now suddenly the present dispensation in its second term has started trial of 35 year old militant cases against me. This is against the very ceasefire agreement.” Mehta argued the ceasefire was of no relevance in the present case. The bench said it was not adjudicating the merits of the case and only deciding whether he should be allowed to cross-examine witnesses virtually. Malik said he was replying to the CBI’s argument that he could not be physically produced before the Jammu Court as he was a “dreaded terrorist”. he said. The top court refused him to physically appear in a couple of cases being tried in Jammu against him but asked him to cross-examine witnesses virtually from Tihar Jail. The order came in a matter where the CBI has sought the transfer of the trials in the 1989 case of the kidnapping of Rubaiya Sayeed, daughter of former union minister Mufti Mohammed Sayeed, and the 1990 Srinagar shootout case, from Jammu to New Delhi. The CBI also challenged the September 20, 2022 order of a Jammu trial court directing lifer Malik to be produced before it physically to cross-examine prosecution witnesses in the abduction case.

Ruhullah Slams Waqf Bill as “Brute Majoritarianism” Against Muslims

National Conference (NC) MP Aga Syed Ruhullah Mehdi has voiced strong opposition to the recently passed Waqf (Amendment) Bill, expressing deep concern over its implications for India’s Muslim community. In a statement as per news agency JKNS characterized the bill’s passage as ushering India into a “dark era of brute majoritarianism,” asserting that minority interests are being systematically sidelined. Ruhullah criticized the ruling RSS-BJP regime for reaffirming what he perceives as an anti-Muslim and anti-minority agenda, particularly highlighting that the party lacks a single Muslim Member of Parliament, which, in his view, undermines its moral and political authority to represent Muslim interests. Ruhullah further lamented his own experience in Parliament, noting that as a Muslim voice from Kashmir, he was not permitted to speak during the bill’s introduction and passage. He described this as “structural marginalization,” causing significant distress among his constituents. He specifically pointed out that time was allocated to the floor leader of the JKNC during these proceedings, leaving no opportunity for his intervention. The MP also criticized specific provisions of the bill, such as the removal of Waqf autonomy, the abolition of “Waqf by user,” and measures that, in his view, facilitate the appropriation of Muslim properties by land grabbers. He labeled these actions as “state-sponsored dispossession” and pledged to intensify his opposition to what he termed a “belligerent and bigoted attack on Muslims.” (JKNS)
