Srinagar, April 16: Kashmir’s political landscape was rocked on Wednesday after explosive revelations by former RAW chief A.S. Dulat claimed that National Conference (NC) patriarch Farooq Abdullah privately supported the abrogation of Article 370 in 2019, even as he publicly condemned it as a “betrayal.” In his newly released book “The Chief Minister and the Spy,” Dulat recounts that days before the revocation of Jammu and Kashmir’s special status, Farooq Abdullah and his son Omar Abdullah met Prime Minister Narendra Modi in Delhi. The details of that meeting have remained under wraps — until now. “We would have helped (pass the proposal). Why were we not taken into confidence?” Dulat quotes Abdullah as saying, suggesting a gap between his public posturing and private conversations with New Delhi. The former spymaster, known for his deep ties in Kashmir, portrays Abdullah as a complex figure — pragmatic, proud, and deeply invested in Kashmir’s autonomy, yet ultimately navigated by Delhi to serve national interests. NC Calls It Fictional, Contradictory The National Conference hit back swiftly. MLA Zadibal Tanvir Sadiq, who is also JKNC’s Chief Spokesperson rejected Dulat’s claims as “contradictory” and “an attempt to create controversy.” “If Farooq Sahib supported the abrogation, why was he jailed for seven months?” asked Sadiq. He added that it was only after Abdullah’s release that he forged the People’s Alliance for Gupkar Declaration (PAGD), a political front demanding the restoration of Kashmir’s special status. Sadiq also dismissed Dulat’s earlier comments about PDP founder Mufti Mohammad Sayeed as “vulgar” and part of a pattern to stay relevant. PDP’s Waheed Parra: “Theatre of Betrayal” Peoples Democratic Party (PDP) leader and MLA Pulwama Waheed ur Rehman Parra was more scathing. He accused the NC of staging outrage in public while silently facilitating Delhi’s plans. “Dulat’s revelations rip off the last remaining mask,” Parra said. “The fiery speeches, the outrage — it was all theatre. Generation after generation, NC has built its fortunes on the back of our dispossession.” According to Parra, the NC has long maintained a façade of resistance, while allowing Article 370 to be hollowed out piece by piece. Sajad Lone: “Dulat is Farooq’s Alter Ego” People’s Conference Chairman Sajad Lone, often outspoken in his criticism of the NC, lent credibility to Dulat’s version. “Coming from Dulat sahib makes this revelation very credible. He is Farooq sahib’s closest ally — virtually his alter ego,” Lone tweeted. Taking a jibe at what he calls the “Uncles and Aunties Brigade” of Delhi, Lone said NC leaders privately maintain warm ties with BJP while enacting a drama of dissent in public. He even speculated on the contents of the 2019 meeting: “Humey roney deejiye, aap apna kaam karein, hum aap ke saath hain,” imagining Farooq’s words to the PM. “It now seems 2024 was a prize for services rendered in 2019 — of course, in national interest,” he added, alluding to the NC’s resurgence in recent electoral politics. Dulat’s book, beyond its headline-grabbing claims, offers a deeper introspection into Kashmir’s political theatre. It covers his decades-long engagement with Kashmir, offering rare insights into behind-the-scenes negotiations, betrayals, and personal equations between Delhi and Kashmir’s top political figures. Adjournment Motion in J&K Assembly Invalid: Former LS Secretary

Srinagar, Apr 15 (KNO): Amid growing controversy over the adjournment motion brought by the National Conference-led government regarding the Waqf (Amendment) Bill, 2025—which caused disruptions in the J&K Assembly for three consecutive days—former Lok Sabha Secretary General P. D. T. Achary on Monday said that such a motion cannot be brought against actions of the central government in the J&K Assembly. He also said that MLAs of ruling party cannot initiate an adjournment motion in any legislature. Speaking to news agency—Kashmir News Observer (KNO), Achary, an authority on parliamentary affairs in India, said, “An adjournment motion against the central government can only be brought in the Lok Sabha. It cannot be brought on Waqf (amendment) bill -2025 in J&K Assembly.” The National Conference and its allies had submitted notices to adjourn the Assembly’s proceedings to discuss the Waqf (Amendment) Bill, 2025. However, the Speaker rejected these motions, citing that matter is sub -judice. Achary described the ruling party’s attempt to bring adjournment motions in the J&K Assembly as “strange,” stating that such motions are censure motions against the government and can only be initiated by the opposition. “In the J&K Assembly, only opposition can bring an adjournment motion against the elected government,” he said. A censure motion is an expression of disapproval of a specific policy, action, or conduct of the government, a minister, or a group of ministers. It is used to highlight government’s failures. The adjournment motion has its origin in the House of Commons in the United Kingdom. In India, the Rules of the pre-independent bicameral legislature established under the Government of India Act of 1919 provided for the adjournment. In 1952, the adjournment motion was placed in the Lok Sabha Rule Book. As per Rule 56 of The Rules of Procedure and Conduct of Business in J&K Legislative Assembly, a motion for an adjournment of the business of the House for the purpose of discussing a definite matter of urgent public importance may be made with the consent of the Speaker. Ganderbal, Apr 14 (KNO): Shikarawallas (traditional boatmen) at the iconic Manasbal Lake in Jammu and Kashmir here have demanded the authorities to implement urgent measures to halt the ecological decline of the picturesque water body and restore its pristine charm. Known for its tranquil waters, vibrant lotus blooms, and status as one of Kashmir’s deepest lakes, Manasbal has long been a quiet highlight for nature enthusiasts but faces mounting environmental threats. The boatmen, whose livelihoods are intertwined with the lake’s health, as per the news agency—Kashmir News Observer (KNO) argued that a robust revival plan could transform Manasbal into a thriving tourism hotspot while healing its fragile ecosystem. “This lake is a jewel, but it is fading. Waqf Amendment Act targeted one particular religion: CM Omar

New Delhi, Apr 14 (KNO): Jammu and Kashmir Chief Minister Omar Abdullah on Monday said that the Waqf Amendment Act has targeted one particular religion and his party National Conference has moved the Supreme Court against it. Talking to reporters here, Omar Abdullah, according to the news agency—Kashmir News Observer (KNO) said, “My party has already filed a petition in front of the Supreme Court. Now leave it to the judges. We are amongst a number of organisations that have approached the Supreme Court to look at this. Let them take a look at it.” Earlier addressing ICC Aviation & Tourism Conference 2025 —hosted by the Indian Chamber of Commerce here, the Chief Minister flagged the high air fares for Srinagar-bound domestic flights, especially if booked a day or two before travel. “I hope the new Vande Bharat train connecting Jammu with Srinagar will bring some relief for the travellers.” He said that J&K has again become a pre-eminent tourist destination and called for choosing the path of “value-based tourism” instead of chasing volumes. The Chief Minister said the tourism is something that Jammu and Kashmir is famous for. “Long before we became famous for the troubles, we were famous for the beauty, and for the tourism. And this beauty is not something that is talked about in recent times,” Omar said, as per KNO. He illustrated his point by citing a famous couplet inscribed on a wall of the Red Fort that describes Kashmir as a “heaven on earth”. “These words were written centuries ago. From then to now, Jammu and Kashmir has attracted attention largely for good, but in recent years, somewhat for the bad as well,” the Chief Minister said. “But, I can safely say that we have turned the corner, and Jammu and Kashmir today has once again become a pre-eminent destination for tourism in the country, increasingly for overseas tourists as well,” he said. He said that when J&K was struggling with the aftereffects of violent attacks and terror, “for us, tourism was a visible sign of a move towards normalcy.” “Increase in the number of tourists added to its economic activity, and also gave us a sense that perhaps better days were ahead of us” Omar said, adding, “And, therefore, we chased volumes, we went out and tried to get as many tourists as possible to visit J&K, because the more the tourists, the more impact, and therefore it was a win-win for all of us.” Emphasising the importance of “value-based tourism”, he said, “We have in mind nine new destinations that we hope to get funded through multilateral agency funding, which we hope will ease some of the pressure on Gulmarg, Pahalgam and Sonmarg in the Valley, and also open up areas of Jammu hitherto undiscovered for tourism”—(KNO)

Mehbooba Mufti Sounds Alarm Over Haj Quota Cut by 80%, Urges MEA to Intervene

Former Chief Minister and PDP Supremo Mehbooba Mufti has expressed concern over reports that Saudi Arabia has sharply reduced India’s private Haj quota. Ruhullah Rejects ACB Charges, Calls It Political Vendetta

A day after the Jammu and Kashmir Anti-Corruption Bureau (ACB) filed a chargesheet against 22 individuals — including Member of Parliament and senior National Conference (NC) leader Aga Ruhullah — in connection with an alleged fraudulent land compensation case, Ruhullah hit back on Sunday, terming the move “a frivolous attempt” to silence him for his political views. Addressing a press conference here, Ruhullah, according to the news agency—Kashmir News Observer (KNO) denied any wrongdoing in the land compensation case related to Durbal Bemina, saying the matter is nearly two decades old and he was only a legal heir to his grandfather’s land. “An April 1st joke is being played on April 13. The narrative being built is that a huge scam has occurred and I am somehow at the center of it. Let me make it clear: I have nothing to do with this so-called scam,” he said. Ruhullah explained that the land in question was inherited from his grandfather, who owned about 90 kanals in Durbal Bemina, an area where land was acquired by the government as part of a rehabilitation initiative for Dal Lake dwellers. “At that time, compensation was provided not just based on revenue records but also on the actual possession of land. That was a government decision. My family received compensation for around 40-50 kanals despite more than 90-kanlal being under our possession. I, along with my siblings, received a nominal share — about Rs 80,000 each — transferred through my uncle’s account,” he said, adding that his role was merely that of a legal heir. He said that he had no role in negotiations or dealings related to compensation. “My eldest uncle is the custodian of the land. He handled all discussions with the authorities. I got the money through his account not from the government.”Ruhullah said he was shocked to learn about the chargesheet as he was never questioned by the authorities nor served any legal notice regarding the matter. “This case has no substance. It is built on baseless grounds. If I had been involved in any wrongdoing, I should have been formally informed and given a chance to respond,” he said. Calling it a politically motivated move, Ruhullah accused the administration of attempting to suppress dissenting voices. “This is a deliberate effort to intimidate me using agencies like the ACB. I suggest they also involve the NIA, so that real corrupt individuals can be exposed,” he said. He added defiantly, “I will not be silenced. I will only become silent till the day Article 370 is restored, atrocities against Muslims and minorities are stopped, and constitutional rights of J&K are reinstated.” Referring to his spiritual and cultural upbringing, Ruhullah said, “I come from a darsgah where we are taught to endure pain with patience, even to sacrifice our lives for our rights. If they want to fight with me over Rs 80,000, I am ready for it.” He apologized to his family members for being dragged into the controversy and expressed hope they would stand by him during this time. Ruhullah also criticized the central government’s control over religious institutions and said the NC would approach the Supreme Court against the Waqf Act. Ruhullah, as per KNO, said that he could not speak on the Waqf Bill in the Parliament as the party’s floor leader Mian Altaf chose to speak instead. He questioned why no resolution was brought in the J&K Legislative Assembly against the Waqf Bill. “Even if the matter is sub-judice, the Assembly could have expressed its opinion. A resolution is not lawmaking — it’s just an opinion.” On the restoration of statehood, he said, “Statehood won’t be handed back easily. We should not have waited passively. We should have mobilized politically — 50 MLAs should have camped outside the residences of the Prime Minister and the Home Minister. We are running away from the people’s sentiments.” Thanking the people of Budgam for ensuring victory of the National Conference vice-president (Omar Abdullah) in 2024 assembly elections, Ruhullah said, “ The NC vice-president has vacated the seat. Now the people want that someone from Budgam to represent them again. I respect their aspirations.” Ruhullah reaffirmed his commitment to public service and principled politics. “We should not limit our politics to elections. Schools Must Get Approval Before Picnics, Prioritize Student Safety:DSEK

Srinagar, Apr 13 (KNO): Following the tragic bus accident that claimed lives of two students, Director School Education Kashmir (DSEK) G N Itoo Sunday issued advisory to all educational institutions in the Valley suggesting them to seek mandatory permissions before organizing any picnic or excursion. Speaking to the news agency—Kashmir News Observer (KNO), Itoo that schools must not make any picnic plans without first obtaining proper authorisation from the concerned authorities, be it the Chief Education Officer or any other authority. He also said that local authorities must be informed well in advance wherever their involvement is necessary. “Teachers must accompany students at all times during such outings. Every precaution whether related to transport or logistical arrangements must be taken well in advance,” Itoo added. “Picnics are a part of school life, and students have every right to enjoy them. Girl student Killed, 23 injured as college bus overturns in Handwara

A female college student lost her life while 23 others sustained injuries after a bus carrying them met with an accident in Vodhpora area of Handwara in North Kashmir’s Kupwara district on Saturday. Fake Police Verification Racket Unmasked in Kupwara

Jammu and Kashmir Police in Kupwara have busted a fake police verification racket; an FIR has been registered and incriminating material seized, police said. In a media statement, a police spokesman said on 11/04/2025, Police Station Kupwara received a written complaint alleging that He said, the complainant stated that he had approached a computer shop run by Nissar Ahmad Khan S/O Mohammad Khan R/O Kupwara, who promised to arrange the verification in exchange for money. A payment was made to the accused; however, upon receiving the verification document, it was found to be forged and fake. Acting promptly on the complaint, FIR No. 103/2025 was registered at Police Station Kupwara under relevant sections of law, and investigation was immediately taken up, he said. During the course of investigation, a search operation was carried out at the said computer shop in the presence of the Executive Magistrate, which led to the seizure of incriminating material suspected to have been used in the creation of fake documents. Kupwara Police remains committed to upholding the rule of law and taking strict action against such fraudulent activities. Citizens are urged to stay vigilant and report any suspicious or illegal activities to the nearest police station, the spokesman added.
