ECI set to announce bye-polls for Budgam and Nagrota seats

Srinagar, Mar 07 (KNO): The Election Commission of India (ECI) is set to announce bye-polls for Budgam and Nagrota assembly segments, sources disclosed. Sources told news agency—Kashmir News Observer (KNO) that the poll body could announce the schedule for two seats anytime from now. “It could be announced this week or early next week,” they said. While Omar Abdullah, who won Budgam and Ganderbal seats in the last year’s election, decided to vacate the former on October 21, Nagrota seat fell vacant on October 31 due to the demise of Devinder Singh Rana. The election for both the seats has to be completed by April 20 as a bye-election for filling any vacancy shall be held within a period of six months from the date of the occurrence of the vacancy. It could be delayed beyond the six-month timeline only if the Election Commission of India (ECI) in consultation with the central government certifies that it is difficult to hold the bye-election within the said period—(KNO)

No Hotels, Buildings in Bungus Valley: J&K Govt to Develop Area as Eco-Tourism Destination

Srinagar, Mar 06 (KNO): The Jammu and Kashmir government on Thursday ruled out construction of massive buildings and hotels in the Bungus Valley in north Kashmir’s Kupwara district, stating that it is committed to preserving the ecological sensitivity of the area. In a response to a question of MLA Langate, Sheikh Khursheed, the Minister in charge of the Tourism Department, as per the news agency—Kashmir News Observer (KNO) said that the government has focused on avoiding construction of massive buildings and hotels. “Instead, the area is being developed as an eco-tourism destination, ensuring that tourism activities do not disrupt the valley’s pristine environment,” the minister said. he said that the department is setting up basic recreation facilities, rain shelters, public conveniences, proper signages, lighting, and waste disposal facilities for visitors. “To safeguard the livelihood of local shepherds, nomads, and other inhabitants of Bungus Valley, the government has initiated registration of paying guest houses in nearby areas, which not only provides an economic boost to local families but also helps in preserving and promoting the rich culture, traditions, and cuisine of the region,” he said. J&K Cabinet Size Capped at 10% Under Reorganisation Act: Govt

Jammu, Mar 06 (KNO): The Jammu & Kashmir Government on Thursday said that the council of ministers in Jammu & Kashmir shouldn’t consist of more than 10 percent of the total members in the Legislative Assembly. In a written reply to question of MLA Handwara, Sajad Gani Lone, as per news agency—Kashmir News Observer (KNO), Chief Minister Omar Abdullah, who happens to be minister in-charge of the General Administration Department, said that strength of the council of ministers shouldn’t be more than 10 percent of the total members of the Assembly as per Jammu & Kashmir Reorganisation Act-2019. To a question about the names of the departments held by the ministers including the Chief Minister, the Government has specified names of the departments held by five cabinet ministers but has not mentioned names of the departments held by Chief Minister. “Departments not allocated to any of the Hon’ble ministers are held by the Hon’ble Chief Minister,” the government said, in the written reply—(KNO)

Govt Allocates Rs 18.73 Cr for Wular Lake Restoration, Eco-Tourism Development

Rs 18.73 crore walkway, jetties to enhance eco-tourism at Wular Lake: Govt ‘5 sq km of lake restored; no adverse impact on biodiversity from projects’ Waris Fayaz Srinagar, Mar 05 (KNO): The Jammu and Kashmir government on Wednesday said it is taking major conservation and eco-tourism development initiative for Wular Lake with Rs 18.73 crore being spent on restoration efforts including dredging and walkway construction. In the next financial year, an additional Rs 22.09 crore has been allocated for new projects, including eco-tourism, cycling tracks and others, Minister in charge of Forest, Ecology, and Environment Department said in a written reply to queries by MLA Irshad Rasool Kar. The minister, according to the news agency—Kashmir News Observer (KNO), said that the Wular Conservation and Management Authority (WUCMA) has been actively implementing a Comprehensive Management Action Plan (CMAP) since its establishment in 2012. He highlighted the completion of lake boundary demarcation with the installation of 1,159 geo-referenced concrete pillars using GPS and remote sensing technology, while the total revenue area of Wular Lake stands at 130 sq km. He also mentioned the restoration of 5 sq km of critically silted lake area by dredging 78.43 lakh cubic metres of silt, which increased the lake’s water-holding capacity. On Eco-Tourism development, the minister said the government is taking several key projects including the construction of a Non-Motorable Walkway (Phase-I, 2.5 km) with cycling tracks, lookout points, and jetties at Banyari and S.K. Payeen, being executed by R&B at a cost of Rs 18.73 crore. Plans for Phase-II of the walkway, with a Rs 9.99 crore investment, are set for the next financial year and Cycling tracks from Watlab, Adipora, and Ninglee under DPR development, to be executed by R&B Sopore, the minister said, adding that eco-tourism parks at Banyari, Garoora, and Ninglee have been tendered for execution at a total cost of Rs 12.10 crore. Impact on aquatic life and corrective measures The minister clarified that all restoration and development works follow guidelines set by Wetlands International South Asia (WISA) under CMAP, ensuring no adverse effects on aquatic life or biodiversity. He said an impact study is being conducted by the National Institute of Hydrology, Roorkee, to scientifically assess major interventions and recommend corrective measures where necessary. The minister also stated that Wular Lake contributes 60% of Kashmir’s total fish production, directly supporting 5,200 registered fishermen. While fisheries fall under the Fisheries Department’s jurisdiction, WUCMA has initiated several scientific studies, including a SKUAST-Kashmir study on ichthyofaunal biodiversity and catch-per-unit effort, providing crucial data for sustainable fishery management, and a livelihood study by IIM, aimed at identifying additional economic engagement opportunities for local fishermen and surrounding communities. To ensure sustainable conservation alongside socio-economic growth, WUCMA is actively promoting eco-tourism as a major livelihood opportunity. He highlighted the development of eco-tourism hubs at Zurimanz and Watlab Ghat, transforming them into Shikara-boat tourism destinations. The walkways and cycling tracks not only boost tourism but also prevent encroachments and ensure long-term protection of the lake’s ecosystem, the minister said. He added that the government is organising birdwatching camps and environmental awareness programmes to involve local communities in conservation efforts—(KNO)

Youth, Girl Jump into Jhelum in Uri

Uri, Mar 05 (KNO): A youth along with a girl on Wednesday jumped into river Jhelum in Uri sector of north Kashmir’s Baramulla area following which a massive search operation was launched by a team of SDRF, Police in coordination with locals. Officials told news agency—Kashmir News Observer (KNO), that the duo, one from Dhani Busgran and another (girl), a resident of Kundi Barjala jumped on Wednesday afternoon, following which a massive search was launched. Teams comprising of SDRF, Police and locals were part of the operation. The bodies were yet to be retrieved. BJP leader’s remarks on July 13 martyrs spark widespread condemnation

Mirwaiz Umar Farooq and leaders from various political parties have strongly condemned BJP leader Sunil Sharma’s remarks in the J&K Assembly, where he referred to the martyrs of July 13, 1931, as “traitors.” The remarks evoked sharp protests from Kashmir-based parties, who termed the statement an attempt to distort history. Mirwaiz Umar Farooq, chairman of the Hurriyat Conference, said the remarks were “outrageous” and an insult to the sacrifices made by the martyrs. “The martyrs of 13th July 1931 were killed in cold blood for standing up for the rights and dignity of the oppressed people of Jammu and Kashmir. Any attempt to malign them will be firmly resisted,” Mirwaiz wrote on X. Congress Whip Nizamuddin Bhat demanded the remarks be withdrawn or expunged from assembly records, calling them “humiliating and divisive.” Iltija Mufti, PDP leader, said, “Sunil Sharma’s disgraceful remarks dubbing Kashmir’s martyrs as arsonists are unacceptable. These valiant men sacrificed their lives for democracy, and BJP’s attempts to erase their legacy will not be tolerated.” Echoing similar sentiments, Tanvir Sadiq of the National Conference said, “The martyrs of July 13 laid down their lives fighting oppression, sparking Kashmir’s struggle for justice and dignity. Those who belittle their sacrifice insult the very essence of our struggle.” July 13 is observed as Martyrs’ Day in Kashmir to commemorate the killing of 22 people by Dogra forces outside Srinagar Central Jail. The protesters had gathered to demand the release of Abdul Qadeer, who was arrested for making a speech against Maharaja Hari Singh. The killings are considered the first collective uprising against the autocratic Dogra rule, marking the beginning of Kashmir’s political struggle. For decades, the day was observed as an official holiday in Jammu and Kashmir. However, in 2020, the J&K administration, under the Lieutenant Governor, scrapped the holiday from the official calendar, triggering widespread resentment among political parties in Kashmir.

Suspected Grenade Attack Near Baramulla Police Post

Srinagar, March 5(GNS): Police on Wednesday said that there was a suspected grenade attack near police post old town Baramulla. In a handout to GNS, the police said that during the night intervening March 4-5, at approximately 2120 hrs, a blast-like sound was heard from the backside of Police Post Old Town, Baramulla, causing concern among the general public. No casualty or damage was reported. Police parties immediately cordoned the area in coordination with sister agencies. During the search, at around 2240 hours, a grenade pin was recovered from rear side of the Police Post, outside its boundary wall, which is suspected to be of a grenade and leading police to suspect it was an attempted grenade attack. The grenade landed and detonated inside Police Post Old Town in an area where no damage or casualties occurred. Impact crater is yet to be located. A thorough inquiry has been initiated, and search operations in and around the area are ongoing.
